start what is next step
I cannot get the saw to start, I have changed the fuel, fuel line, filter, carb, and checked and I am getting good fire

I am a little out of practice with the 028, but I do remember that they used to sometimes shear/break off the flywheel key, if ALL else fails, take off the flywheel and check the key. To stop the crankshaft turning when you are unscrewing the flywheel nut, jam a length of thick recoil cord down into the plug hole (remove plug first of course) while the piston is just before the top of its travel. Then revolve flywheel in an anticlockwise direction until it jams. Remove the cord afterwards!!!! and replace the plug.
How to Identify and Fix Common Gardening Problems ?
We provide a variety of viewpoints on how to identify and fix common gardening problems. Our sources include academic articles, blog posts, and personal essays from experienced gardeners :
The carburetor might be clogged. A clogged carburetor is often caused by leaving fuel in the chainsaw for a long period of time. Over time, some of the ingredients in the fuel may evaporate, leaving behind a thicker, stickier substance. This sticky fuel can clog up the carburetor and cause the chainsaw engine to stall.
Clogged Fuel Filter
This means the flow of fuel to the engine is disrupted which can then cause the engine to stall. Remove the chainsaws fuel cap and pour some gasoline into a different container when inspecting the fuel filter. Filter the tank by using a thin metal rod and examine the quality of the filter.
If the carburetor is new or has been rebuilt, you should set it to “factory” adjustment. You can do so by adjusting the idle mixture screws to 1.5-2 turns out, and the idle speed screw to 1-1.5 turns in. Warm the Engine Up. The engine`s running temperature directly correlates with proper air and fuel mixtures.
What Causes Chain Saw Kickback? There are two circumstances that can cause kickback when using a chain saw. The first occurs when the moving chain at the tip or the nose of the guide bar strikes an object. The second situation is when the wood closes in, pinching the saw chain in the middle of the cut.

SAW WONT START IT HAS FIRE TO THE PLUG AND IT WONT START WHEN I SHOOT A LITTLE ETHER IN IT
If the engine has good compression, and good spark, it should at least ‘pop’ several times. Check the flywheel ‘key’ as it may have sheared causing the ignition to be out of time. Hope this helps!
While trying to start the saw the compression is so great that it is near imposible to pull the start rope ….ie won’t spin fast enough to start … new plug ,,,, new gas …..no start ,,,tired arm ,??????
Is there a compression release button?
Is there supposed to be a cyntrifical clutch on a stihl 028 av super electronic quickstop?
Yes; see page 37 in your OM. You read it before using your saw right?

I have a Poulon chainsaw problem. I bought it of a “E-bay” type site. Have replaced the starter cord, put a new fuel line in, replaced the fuel filter and serviced the carb. I’ve adjusted the H and L screws as best i could, but the idling seems to fluctuate. Goes from idling too fast too just dying. Also when i got it to run for a little while and started to use it, the chain would go tight on the bar obviously adding extra drag on the motor, causing it to stop…., can you please help ?
Replaceing fuel line in polan 3300 chain saw – Poulan Pro 42CC 2 Cycle Chainsaw, 18"
Use a piece of wire and insert it into the fuel line, then bend a hook in the end and hook it over the end of the fuel line…lubricate the fuel line with some vaseoline very lightly…about the first one inch of the fuel line and then use your fingers to start the fuel line into the tank, once you have the fuel line in the tank give enough to hook the fuel filter to and so it can be dropped back into the tank.
Below is a drawing of how to route the fuel lines.
