Tiller runs great except under load, i cannot maintain enough rpm.

If the motor has lost power due to poor compression, not much you can do beside a rebuild. The other issue could be that the speed governor is out of whack. If you can hold the throttle open manually (at the carb) and the motor revs up under load, then it’s the governor.

The most likely culprit is a dirty or clogged air filter. Issues with your fuel pump or fuel filter can also cause your engine to idle then die with any throttle. If you have an older car, it could also be a bad carburetor.
Pry the plastic cap off if it is still engaged. Disconnect the idle air adjustment valve by locating and disengaging the electronic connector that holds it to the throttle body. Turn the idle screw to adjust the idle—turn the screw to the left to increase the RPM or to the right to lower it.

ANSWER : The standard setting on needles is to screw them in all the way and then back them out 1 and a half turns.

You need to set the mixtures for the carburetor. You will find a Low and High adjustment screw. turn the low adjustment screw out. You will notice that the rpms should start increasing. keep turning it out until the rpms start to drop then turn it back in a quarter of a turn. You may need to readjust the idle speed so the chain doesn’t turn during idle. Do the same for the high adjustment screw.
