The problem may be in the recoil starter itself. A tangled coil of rope or a broken spring may be the problem. In many cases the recoil starter is easily replaced as a single assembly. DO NOT attempt do take the starter apart.
Unless your mower is already fitted with an electric starter, then the only way to start a gas lawnmower without the pull cord is to turn the crankshaft using a powerful electric drill and a suitably sized socket.
Battery issues – such as low voltage, or poor connection. Cable connections are corroded or broken. Excessive oil or paint on the starter mounting surface (in which case it might just need a good clean) Incorrectly wired or faulty neutral safety switch.
To make pulling the cord easier, shift the lawnmower height up to start the machine, then lower it back down to your desired grass height to begin cutting.
The most common signal that your starter has a problem is if nothing happens when you turn the key or push to start. Unusual noises, such as clinking, grinding and whirring. If you ignore these sounds, it can eventually lead to damage to the engine flywheel. Intermittent problems starting the car.
When a lawn mower engine seizes, it means that the pistons have become stuck in the cylinder and the engine will no longer turn over. This can be caused by a lack of lubrication, a foreign object stuck in the engine, or the engine being exposed to extreme temperatures.

What to do when craftsman mower pull cord won’t recoil?
Sounds like the spring inside the recoil has either broken or let go so it won’t recoil. If you are lucky it could be the wheel that the cord goes on is seized or stuck. You can take the recoil off most mowers by taking out two or three screws and lifting it off the engine. They can be repaired but it takes time having to be careful the spring won’t spin and hurt you. I have even taken a recoil off another engine and if the holes for the little screws don’t line up just drill little holes beside the old ones and reinstall the little screws.
I even used a 18 volt cordless drill to crank the engine using the bolt on the fly wheel and the right size socket. Leaving the recoil off You have an electric start that way.

There are screws holding the top of the mower on, you should be able to remove those and lift them to get access to the cord. Just installed a new pull cord…the cord does not retract. How do I fix the problem?
The best way i found is to twist counter clock wise a dozen turns, hold the spool with vise grips, feed the roop through all holes you need to go through, into the reel knot, i burn the knot, keeps it from slipping out, then slowly let the spring bring the slak in when i release the vise grips!
