I fear this is stale fuel in both carb and tank, drain the tank, if the carb has a float bowl remove it and empty the contents, refill with fresh fuel and pull until it fires up.

How to Identify and Fix Common Gardening Problems ?

We provide a variety of viewpoints on how to identify and fix common gardening problems. Our sources include academic articles, blog posts, and personal essays from experienced gardeners :

The most common cause of your mower engine not starting after a long period of storage is stale fuel, but there are many other possible reasons there could be a fault. Our advice is to contact your local lawn mower servicing provider for a professional inspection.
If it is difficult to start the ride-on mower, the most common reasons include: Old fuel; make sure to use fresh fuel, especially after winter storage. Spark plugs might be dirty or damaged. How to examine and replace a spark plug on your ride-on mower.
Your Mower Won`t Start:

Other possible causes include: Loose, Dirty or Disconnected Spark Plug in Your Lawn Mower: Check it out, clean off debris, re-connect and tighten. Dirty Air Filter: Clean or replace. Fuel Not Reaching the Engine: Tap the side of the carburetor to help the flow of gas.

Step 1: Empty the gas tank

Turn the mower off and allow the engine to cool, then siphon excess gas into a clean can. (You can put this gas in your car, provided it hasn`t been mixed with oil.) Restart the mower and run it until it stops; repeat until the engine no longer starts and the fuel lines are empty.

If you keep your mower in the basement during the winter, you should remove the fuel regardless of how much is left because storing it inside could be a fire hazard. If there`s only a little fuel left after the last mow of the season, your best bet is to run the tank dry.
Begin by starting your lawn mower`s engine to let it warm up for about 60 seconds. After turning off the engine, disconnect the spark plug wire to ensure your lawn mower doesn`t accidentally start while you`re working.
Check/clean/tighten all connections on battery/solenoid/starter/Ignition switch and neg(-) cable to frame or motor. Check to ensure all safety features are working properly and not engaged. Check for an inline fuse, bypass solenoid to see if engine cranks if it does replace solenoid, if no crank replace starter.
Can I store my lawn mower outside in the winter? You can store your mower outside in winter, but it isn`t ideal. If you must store your lawn mower long-term in your yard, make sure it is elevated, so that it doesn`t sit directly on the ground. This will allow air to circulate in order to keep it more dry.
A riding mower is perfectly capable of starting no matter what the weather or temperature. But cold weather will often show you the weak components in your mower.
Higher temperatures create higher resistance to the flow of voltage; that`s why coils usually fail when the mowers are hot and start working again when the engine cools.

ANSWER : I have a model 435 Husky that had the same hard-to-start problem–warranty service replaced the carburetor and it seems to work ok now. The chain that continues to turn can be fixed by turning the idle-speed screw (not the H or L jet screws) CCW a small amount until it can be accelerated then dropped back to idle to quit driving the chain. Hope this helps!
