Cant find a manual to see how it works, but similar vac/blowers have either a dial or a leaver which you can just turn to select the mode you require. Many click into place so may take some effort to move. If its not been turned in a while it may be stiffer than normal.

I’ve added a user manual for a similar machine, it may steer you in the right direction.

How to Identify and Fix Common Gardening Problems ?

We provide a variety of viewpoints on how to identify and fix common gardening problems. Our sources include academic articles, blog posts, and personal essays from experienced gardeners :

How Does a Leaf Mulcher Work? Leaf mulchers thrash leaves into small pieces with blades or strings. Handheld mulchers often can function as leaf blowers or vacuums, sending the mulch into a collection bag. With standalone units, leaves go in the top and come out the bottom as mulch.
The impeller looks like a fan, but it does more than circulate air inside your blower. Its blades also chop up leaves and other debris into small pieces. If you want to turn fallen leaves into mulch that you can spread over your soil for protection, a leaf blower is an excellent tool.
Blowers increase the pressure of the absorbed gas by a series of vortex motions formed by the centrifugal movement of the impeller. When the impeller is rotating, the channels in the impeller push the air forward by the centrifugal movement and a helical movement occurs.
The most common airflow control strategy for centrifugal fans is the outlet damper. Sitting right on the outlet of the fan, this is an opposed blade-style outlet damper. We control the flow by incrementally closing the blades to reduce the airflow volume while raising static pressure.
Why won`t my blower start? There are many different reasons why a leaf blower may fail to start, including stale fuel, engine flooding, dirty air filters, faulty spark plugs, defective batteries, blown fuses, and contact issues of the power switch.
A leaf blower is most effective for gathering the bulk of a lawn`s leaves into large piles, to be removed with a tarp or by hand. Don`t expect to blow every last leaf off your lawn with a leaf blower.
Damp, Wet Or Soaked Through

There is a difference. If the leaves are damp then it shouldn`t be a problem, a little wet with a powerful jet will still work well but if leaves are soaked then best to leave well alone until they have had time to dry a little.

Walk-behind leaf blowers (also called push blowers) are designed for the heavy-duty landscaping jobs. They have the power to clear leaves and debris. If your yard has many trees, a walk-behind leaf blower is a preferrable option to a rake or even a hand-held blower.
Blower resistors are resistors which are used to control the fan speed of automotive blowers. The fan speed can be changed either by switching the blower resistor resistance mechanically using a rotating lever, or electronically by the air conditioning system.
Effectively, a blower is designed to move air and gas at low to high pressure to perform a specific function. Blowers serve a broad spectrum of applications in a variety of industries, including: cooling, conveying, ventilating, exhausting, etc.
Pull starter handle until you feel resistance, then give it a brisk pull. Always guide rope back into the housing. Repeat until you hear the blower burp or try to start. Switch the master control to the run position.

I recently tuned up my blower. It starts great but if I turn it off Nd try to restart it it floods and will not start until I let it sit for awhile.
ANSWER : If the engine is warm and you shut it down, leave the choke off, lower the revs and start it. (when the choke is wide open you are using the fresh air coming in to dry the spark plugs and prevent flooding). If the motor is already flooded use that procedure to dry the plugs, then go back to full choke until it tries to start and quits again, then use half choke and pull one more time… works all the time.
