You can change how sensitive the mechanical governor system responds to loads by changing the amount of leverage your governor spring applies to the governor arm. The pivot point is where the governor arm meets the governor cross shaft.
In traffic, the limiter will remain active as you slow down and speed up but you will need to adjust it if the speed limit changes. You can also override the limiter if you need to speed up quickly, by pressing down hard on the accelerator.
When the crankshaft spins quickly, the flyweights open up, putting pressure on the governor cup and crank. This closes the throttle, limiting the air-fuel released into the engine. When the engine load increases, the crankshaft spins more slowly. This leads the flyweights to relax and the throttle to open back up.
How Mechanical Governors Work. A mechanical governor uses flyweights to create a force based off of crankshaft speed which is balanced by the force of the governor spring. The top engine speed is varied by increasing the spring force to run faster or decreasing the force to run slower.
The acceptable operating speed range is 1800 to 3600 RPM. Idle speed is 1750 RPM.
Load the engine to 100% load; droop should be near 240±60 RPM (4±1 Hz). HSNL should be 2750 RPM (62.5 Hz), and mid-load operation should be near 3600 RPM (60 Hz). Flick the throttle or governor lever to upset the speed balance. The engine speed should recover and run steady within 8-10 seconds.
Typically there are three types of governor fitted to modern diesel engines. Mechanical, Electronic and Electronic Control Units (ECU). Each type of governor has its advantages and disadvantages which makes it suitable for different applications.
Governors using speed droop or speed regulation require a sustained change in system frequency to produce a sustained change in prime mover control mechanism or generator power output. Therefore, governors alone cannot restore the power system frequency to the pre-disturbance level.

ANSWER : Mitch: Adjust the fuel and air mixture screws while the saw is running… you’ll find that “sweet spot”… it just takes a little patience! Small adjustments… If you over adjust and the saw quits running or starting, GENTLY turn both screws in all the way (don’t damage the needle valves or seats) and turn both out one and a quarter (1 1/4) turns out. The saw should start, then adjust from there.
