A PTO slip clutch is a torque limiting device that, when overcome with too much torque, limits the amount of torque being transferred from the tractor to the implement. This is accomplished by, you guessed it, slipping or spinning free which allows the two sides of the PTO shaft to spin at different speeds.
In the vast majority of cases, you cannot fix a slipping clutch. However, the reason for it slipping may be due to aggressive driving style, so adjusting this could help.
Many new racers will set their slipper clutch too loose to help eliminate the punch of a faster motor. This is not a good idea as it will only cause your motor to run hotter and wear out faster and cause your slipper components to wear out quicker too.
Although some hydraulic clutches can be adjusted, many are self-adjusting. Check in your car handbook or service manual. If slip occurs on a self-adjusting clutch, the clutch has to be overhauled. If drag occurs, the hydraulics may be at fault (See Checking and removing a clutch master cylinder ).
Slip clutches are adjusted to transfer a certain amount of force to the machine. A common setting for the PTO slip clutch on an older square baler was 2,400 inch-pounds. That translates into a 100-pound force being applied to a bar 24 inches from the center of the shaft (24 inches x 100 pounds = 2,400 inch-pounds).
Signs of a slipping clutch include unusual noises, a burning smell, difficulty changing gears, a spongy clutch pedal, and poor acceleration. Causes can include aggressive driving, old or poorly maintained vehicles and inadequate servicing.
The pedal height is the travel distance between the pedal sit and the floor. This height determines how much travel you can put on the pedal to disengage the clutch. This height is adjustable and may need adjustment if you change anything down the line, such as the master cylinder, throw bearing, or the clutch itself.

ANSWER : Adjust the clearance between the plates,9/16 wrench and turn the three nuts on the clutch one at a time about 1/4 turn each,retry the clutch,repeat until it works normally.

ANSWER : Its actually the clutch not disengaging enough for pto to engage or the teath are worn down on pto shaft
