The reason for gas at that point is the needle valve is not seating. The problem will be either bad float or bad needle valve. Most likely will be the needle valve is bad. Replace needle valve and carburetor gasket. If it has been doing this for more than a few hours you will need to double check your oil as it may have gas mixed in the crank case. I assume you’re describing the gas tank cap. if so, the o-ring is missing from the gas tank cap. You can find those at hardware stores.

ANSWER : You have water in your gas tank or gas in your carburator float or a needle valve that isn’t seated correctly. First empty the gas in your fuel tank into a clear container. If their is water ,you will see it with the gas. Second remove the bowl from the bottom of the carburator careful of the gasket, check for water in the bowl, clean bowl. Carefully remove float and needle valve. Shake float, listen for liquid inside. Check tip of needle valve for damage or corrossion. These three examples should be one or all of your problem. Clean and reinstall all parts. Add fresh gas and you should be ok. GOOD LUCK.
