The holes in these gas tank are made to fit available fuel lines tightly enough to prevent the problems you are having. If yours is leaking either someone put on too small a fuel line or made the hole larger so it would be easier to put the fuel line in the tank. The only fix is to get the next size larger fuel line or replace the tank. You can try to seal the line with RTV or silicone but he gas will degrade it and it will leak again plus you’ll have a harder time the next time the line has to be replaced.

I assume you’re describing the gas tank cap. if so, the o-ring is missing from the gas tank cap. You can find those at hardware stores.

I have a pb-251. replaced carb, air filter, hoses, spark plug and cleaned spark arrestor. start easily. runs fine for 2 minutes and then stalls if I give it the gas but will idle all day long.
