Undo and remove screws holding the starter cowling onto the engine. Remove cowling carefully
Use a screwdriver to prise up the clips that hold the pulley unit inside the cowling
On the side of the pulley there is a slot which the end of the recoil spring hooks into – unhook the spring
Allow the spring to uncoil from the pulley and unhook the other end of it from the centre of the pulley boss.
Pull out remains of old cord and thread new one it. Tie a stopper knot in the end but do not wrap it around the pulley yet.
refit the spring and fir the pulley back into the retaining clips on the cowling.
Turn the pulley 13 and 1/4 turns anti-clockwise to wind the spring up again.
Whilst holding the pulley push the un-knotted end of the cord through the cowling and refit the handle

10 year old Toro 2017 lawnmower, suddenly stopped while cutting grass. Oil quite low. Cannot pull cord more l than few inches.

What to do when craftsman mower pull cord won’t recoil?
ANSWER : Sounds like the spring inside the recoil has either broken or let go so it won’t recoil. If you are lucky it could be the wheel that the cord goes on is seized or stuck. You can take the recoil off most mowers by taking out two or three screws and lifting it off the engine. They can be repaired but it takes time having to be careful the spring won’t spin and hurt you. I have even taken a recoil off another engine and if the holes for the little screws don’t line up just drill little holes beside the old ones and reinstall the little screws.
I even used a 18 volt cordless drill to crank the engine using the bolt on the fly wheel and the right size socket. Leaving the recoil off You have an electric start that way.

ANSWER : The drive shaft might just need to be oiled. Turn the mower over and locate the drive shaft, where it goes from the mower’s blade up into the body of the mower. Lubricate the area of the shaft that disappears into the body with WD-40 or another lubricant, then turn the blade by hand (be careful!) and squirt some more oil.Eventually the blade should become easier to turn, and then your pull cord should extend without getting stuck.
