You did not say what machine this is, however most carbs will run on a basic setting of 1 1/4 on the L and 1 on the H screw, now start the saw and warm up, start screwing the L screw in, the revs will increase as the mixture weakens, when the saw reaches its peak and starts to die because its too weak turn the screw out 15 minutes on a clock face, check the saw accelerates well with no flat spot, if need be turn out a little more until it does, now adjust the idle screw so as it idles well without the chain moving around the bar, the H screw is a govener so the more you screw it in the faster it goes, you realy need to check this with a tachometer it should nor exceed 12500 rpm

The primary goal of making these adjustments is to achieve the appropriate engine speed at idle while ensuring it runs as smoothly as possible. In doing so, you`re establishing the proper fuel and air mixture at idle and setting an excellent baseline for further tuning.
On most carburetors, turning the mixture screw in (clockwise) leans the mixture, while counterclockwise (out) enriches the mixture. Initially, if the engine stumbles or the vacuum drops when turning the mixture screw in, turn both screws out about a -turn and evaluate the results.
Regardless of whether or not the engine is running too rich or too lean, bring it down to a very lean mixture by turning both screws a quarter-turn at a time, counter-clockwise, then slowly bringing them back up to an equal and smooth mixture. Listen to the engine to know when you`ve found the right balance.
This method involves looking at the base of the spark plug insulator (white part of the plug) for a slight coloring on the insulator just above where the insulator comes through the steel case. If the mixture is too lean, it will leave no color, while a rich mixture will cause the fuel ring to become more prominent.
If an engine is hard to start, barely idles, coughs, bogs, sputters or stumbles every time the throttle opens, gets horrible fuel economy, spews black carbon from the tailpipe or never seems to run very well, chances are the carburetor needs to be tuned.
Turn the high speed or main jet screw clockwise until the engine begins to slow. Then, turn the screw the other way until the engine begins to slow. Turn the screw back to the midpoint. Once adjusted, check engine acceleration by moving the throttle from idle to fast.
Tightening the screw increases the amount of fuel, while loosening decreases the amount of fuel. When making any adjustments, it is also important to make them in small increments of a quarter turn. This will prevent any major fuel changes that could dramatically affect the performance of the engine.
The basic rule of carburetor tuning is ignition first. Once the ignition advancing mechanism is correct, the air/fuel mixture can be tuned for improved power or fuel efficiency. INITIAL TIMINGThe chief function of initial timing is to provide a clean idle and crisp throttle response.

ANSWER : If the saw has a EPA carb it will have anti tamper screws, these have a spline on them, not a screw driver slot, there is a special tool to adjust the jets part no. 530035560, check the web for sellers, both screws are fuel screws, not air screws, so the more you undo them the richer the mixture gets, the L screw will adjust the mixture from idle up to half throttle, the H screw will adjust from half throttle to max rpm, all saws today are set for the best emmissions not the best running so they are always set on the lean side, the settings as they are will be a good starting point, if the saw does not pick up clean inscrew the L screw a bit at a time until it does, be very carefull with the H screw as this can be leaned off too much and the saw will over rev and possibly seize, this should be do with a taco so as you know what the rvs are, it should not exceed 12500 rpm.it should aleays sound a little rich at maximum no load revs.

Where do i set the idle scew at to start my ms 390
ANSWER : I wouldn’t adjust the idle. If it is flooding out then either you are pulling it to many times with the choke on (shouldn’t need more than about 5 pulls) or the carburetor has a problem
