If it is a newer model while on the seat there should be a yellow or red knob you pull out to turn on the blades they will not work in reverse(a safety thing)

Worn or broken blade drive belt – If the riding mower blades are not spinning, the blade drive belt may be worn or broken and unable to engage the blades. If the belt is intact, inspect it to see if it`s loose or slipping on the pulleys then replace it with a new one if necessary.
The engine powers both the wheels and the blade, just like a walk-behind self-propelled mower. But instead of being directly connected to it by an axle, the blade on most riding mowers is powered by a belt connected to the engine.

The sharper and more curvier edges, along with cutting edges generally let mulching blades chop grass in smaller bits and then to expel them back into the ground. While mulching blades create lesser suction but lift the tall grass and straighten them enough to cut it.
Possible cause 1: In some models, when you tip the mower, fuel can leak into the carbon in the cap, which restricts the venting of the fuel system. This can cause the engine not to start, or only run for a few minutes, then quit. POSSIBLE SOLUTION: Leave the cap to dry out or replace it with a new lawn mower cap.

Uneven grass cutting
I have seen dull blades, blades not installed right and an un-level deck cause that.Hope this helps.
I would like to replace the mulching blades on my Sears Craftsman riding mower with regular cutting blades. I can find plenty of sources for new mulching blades, but not cutting blades. My mower is a model 917.259541 tractor and the blades currently on it are part #134149. I want to make sure I get the right size to replace them. Also, is there a source for a bagging system for this mower, that won’t cost as much as one from Sears?
The straight blade for the 42 inch mower is 138971.They cut better and are easier to sharpen and you will need them if you use a gass catcher. If you do not want to use sears for parts you may be able to find good deals on ebay.
The engine starts and the blades can turn. Both of the belts are on, but the mower will not move in either direction. The blades were raised before going over a tree root. the mower rock back and forth because of the root and the mower stopped
Sounds to me as if you have broken a shear pin in one of the drive pulleys. They are made this way so a shear pin will break instead of doing real damage to the drive train itself.
