If the bolt is long enough through the handle and terminal, you could try a lock washer or loctite that will hold it. The tape on the handle bars will help them from slipping out of position.

Left out in the weather, tool handles can mildew, rot, and warp. The best thing you can do is store your garden tools inside away from sun and rain. Hang them up or set them in a tool caddy so they`re not sitting directly on a damp cement surface. Also, use your tools in the way they were intended so they don`t break.
To maintain wooden and fibreglass handles simply store away from direct sunlight and damp. Although the handle is varnished, we recommend that you use sandpaper regularly to remove any splinters. Coat the metal parts of your tools with light oil or spray them with a lubricant like WD-40 before putting them away. To protect the wooden handles, apply linseed oil. Hang your tools in a shed or garage, out of the weather, until you`re ready to use them again.
Wax is the easiest finish for a handle by far. Just rub on, let dry then buff with a soft cloth, and you`re done. Waxes can wear off a lot faster than oil, but they are so easy to use, it`s often worth it.
