I have replaced the fuel in the tank put in a new sparkplug RJ19LM and replaced the carburator. The bowl in the carburator is full and I am getting a spark.

You don’t say what engine it is. First does the spark plug smell of petrol? Does it spark? Take it out and hold it by the plastic cap against the engine casing and turn the engine over (with ignition on) – you should see it spark. If not, check your ignition system.
If it sparks: check compression, a thumb over the plug hole and you should feel the pressure as you turn the engine over.
If that’s OK and its a four stroke engine, you need to check that the valves are opening OK. Take off the rocker covers and turn the engine over. If that’s OK I’m afraid I’m out of ideas!

This would cause the engine to stumble. To address this most carburetors employ what`s called an accelerator pump, which is essentially a gasoline squirt gun that shoots fuel into the throat of the carburetor to enrich the air-fuel mixture in the brief moment before engine vacuum returns.
How is fuel drawn into the Venturi of a carburetor? The fuel is drawn into the carburetor by the vacuum created on the downstroke of the piston. As air accelerates through the Venturi, it creates a low pressure area and velocity of the intake air increases.
A gas line can become blocked with dirt or other debris; insects; tree roots; or even water. Alternatively, a gas line can develop a bad dent or kink in the line that blocks the flow of gas through it. The most obvious sign of a natural gas blockage is gas-powered appliances that no longer work properly or at all.
Loss of spark is caused by anything that prevents coil voltage from jumping the electrode gap at the end of the spark plug. This includes worn, fouled or damaged spark plugs, bad plug wires or a cracked distributor cap.
Every petrol lawn mower owner will experience this issue at some point: The starter cord won`t pull or is very hard to pull. This problem is usually caused by the engagement of the engine flywheel brake. Check to see if the flywheel brake is pressing against the handle before pulling the rope again.
