How Mechanical Governors Work. A mechanical governor uses flyweights to create a force based off of crankshaft speed which is balanced by the force of the governor spring. The top engine speed is varied by increasing the spring force to run faster or decreasing the force to run slower.
The governor system is like a cruise control system. It maintains the speed of your lawn mower or outdoor power products. When Briggs & Stratton governors are adjusted properly, they keep your speed steady regardless of engine load – the amount of work the engine must perform.
As your engine runs, the governor gear is constantly spinning and forcing the fly weights outward. This, in turn, pushes on the tab of the governor cross shaft. The governor cross shaft is forced to rotate and moves the governor arm toward your carburetor to close the throttle. As the throttle closes, the RPMs slow.
Working of Watt Governor:
The arms as well as the balls connected to arms rotate at high speed. As the balls rotate at high speed, the upper sides of arms are pivoted to the spindle, the balls moves in upward direction. The lower ends of the arms are connected to the sleeve through links.
Speed limiters. Governors can be used to limit the top speed for vehicles, and for some classes of vehicle such devices are a legal requirement. They can more generally be used to limit the rotational speed of the internal combustion engine or protect the engine from damage due to excessive rotational speed.
Governors can be divided into two basic groups: Mechanical/Electrical Control – Older generator sets utilize these control systems. Fuel system is controlled by mechanical governor. Electronic Control – Newer generator sets use an electronic control system.
You can change how sensitive the mechanical governor system responds to loads by changing the amount of leverage your governor spring applies to the governor arm. The pivot point is where the governor arm meets the governor cross shaft.
The importance of correct Honda valve clearances can`t be over-stressed, as it can directly effect the performance and life of the engine. If the valve clearances are excessive, then the efficiency of the engine is reduced because the valves open later and close earlier than they were designed to.

The RPM’s are to high and I can’t not turn them down. I tried to adjust them by turning the adjustment bolts. NO LUCK
ANSWER : You need to adjust the governor spring. Did you recently do some work on it? If so, you must have got that particular spring on wrong. What hp is your motor?Jim
The engine runs wide open at start the throttle will not adjust and acts as if not connected just flops around but I can not find and loose wires or bolts
ANSWER : Its a spring! Under the fuel tank there is a link that goes from your carb to your govenor. Replace the spring by taking off the fuel tank, romove breahter and filter assembly, and then your carb. From there you can easily remove and replace broken spring. Take caution when removing the carb so that to dont damage the gaskets!
Dies running wide open
ANSWER : Hi
Check the air and the gas filtetrs.Change the plug with a new one with the same heat range.Adjust the carb H and L.
High speed H=2 turns and low speed L=2 1/2 turns

I used my brand new Husqvarna chain saw for about 30 minutes then when I pinched the blade a little bit and it kicked back out at me, the chain stopped moving. I can’t even turn it by hand. The engine runs but you can tell it run wide open. and the gear that runs the chain doesn’t move either. Please help.
ANSWER : The chainbrake has actuated, you need to pull the hand gurd fully toward the rear of the machine until you hear the click of the brake unloading.
Govenor adjustment on 24 hp briggs and stratton lawn mower engine?
ANSWER : Needs a tune up and the carb cleaned.
2 cycle lawn-boy self propelled 6.5 hp Gold Pro series Dura Force engine has a rpm surge problem—engine varies in speed up and down every second or so. Throttle setting has no effect on the problem but once in a while the engine will run steady and not oscillate rpms up and dowm.
the linkage to the governor is operating. Which comes first the engine slows causing the governor to increase its speed or the governor senses too much wind and closes down the garburator?
i am not sure but I think that I remember controling the action of the rod to the carburator with my finger and the engine rpm remained steady.
my first thought was a fuel/carburator problem but now I am wondering about the watch like spring that controls the return tension of the governor linkage.
thank you Bill Mortensen

Trimmer takes a long time to warm up. Cuts out when under full trottle and will not idle. Which screws are high and low speed adjust? There are two of them side by side. Do U need a special tool to adjust hi/lo speed screws?
ANSWER : Sounds like the carb needs cleaning, it is staying on choke to long. I would not bother the screws, or either a hose for the gas flow is bad.
MY PUMP WILL ONLY RUN ON LOW SPEED ( NEUTRAL AND BLACK) . PUMP IS MARKED 230 v , ? DOES THIS RUN ON NEUTRAL TO 120 FOR LOW SPEED AND NEUTRAL TO 120 FOR HIGH SPEED AND USE SEPERATE WINDINGS OR IS HIGH SPEED CONNECTED ACROSS BLACK AND RED. (230v)
ANSWER : If this is 220v then your netural is not a netural but a common. Meaning it is common 110v to both the high and low speeds of pump. The high and low speed are the same leg of the 220v or the other 110v leg they just separate at the clock or high/ low switch. Then yes they run through separate windings for high and low.
If your not getting high speed it could be the high speed winding but be sure to check your switch and high speed lead first before doing anything else.
