A derate means that the program inside the engine computer limits either the power or vehicle speed. A derate is designed to protect you from causing engine or DPF damage. A derate can be caused by various sensors or systems.

Rust: In contact with iron and steel surfaces water produces iron oxide (rust). Rust particles that get into the fuel, ​like other hard particulates, will cause abrasive wear to parts. Premature wear can cause part failures.

The derating factor is applied to reduce the cable`s current carrying capacity. For example, if a X-90 cable can carry 40A @90 degrees, there may be additional factors which requires the cable to be de-rated such that it carries only 30A@90 degrees in the installation.
The reduced engine power warning light shows that something has reduced the flow of fuel and/or air to the engine. It often turns on when a car needs maintenance or repair and doesn`t mean your vehicle is about to break down, but it could be a good time for an oil change.
Low engine oil, loose cables, and a clogged catalytic converter commonly cause reduced engine power. Tighten loose cables or clean your oxygen and mass air flow sensors to bypass reduced engine power. Replace your battery or catalytic converter if they are damaged to override reduced engine power.

I have a firefighting pump with a honda engine it

top one is grey is choke , bottom is black, is fuel tap.
first open fuel tap
put on choke, start, after 5 or 10 seconds put choke off.
if its not starting on choke, gets no fuel.
under fueltap is chamber with 10 mil bolt.
open and clean.
also drain or take off floaterchamber of carb.
this is the round cup under the carb.
