You’ve got me thinking on this one.
Most power tillers that I have encountered have 4 cycle engines, so there would be an oil sump with an oil level to be maintained.
You would not have to mix oil with the gas.
If it is a 2 cycle engine and it seized due to lack of oil, you will be really lucky if soaking the piston is all that is needed. All you can do is give it a try. Drain the oil out, and gently try to get it to turn over. If it does, remove the muffler and look at the piston and cylinder for signs of physical damage. If you don’t see any, re-assemble and try to run it. If it goes, you’re a winner; if not, you’re no worse off.
