If one, or more, blades are not rotating, the cutting deck belt is worn out and needs to be replaced. This should be done by an authorised dealer.
Loose, Dirty or Disconnected Spark Plug in Your Lawn Mower: Check it out, clean off debris, re-connect and tighten. Dirty Air Filter: Clean or replace. Fuel Not Reaching the Engine: Tap the side of the carburetor to help the flow of gas. If this doesn`t work, you might need a new fuel filter.
Installing new spark plugs is the best way to resolve such vibration related issues. The timing belt ensures the accurate functioning of many critical components of the engine. Any issues with the timing belt can cause your car`s engine to vibrate.
If you suspect your mower is vibrating excessively due to an issue with the blade, inspect the blade for damaged and test for balance. If it is damaged, replace it. If it is out of balance sharpen the blade so it is balanced or replace it.
If the starter motor spins but does not crank the engine, you likely have a problem with… Faulty or damaged battery. To address this issues, check the battery and charging system for problems.
If the PTO clutch is not getting power, if the clutch solenoid is defective, or if the clutch is worn out, the lawn mower blades will not engage. The PTO clutch is not repairable—if the clutch is defective, you must replace it.
Tractor may be starving for fuel
Sometimes the fuel cap prevents the fuel tank from breathing. The fuel tank can develop a vacuum. This could cause fuel to stop running to the engine – causing it to stall. If this is the case, give it an hour or two, and the tank pressure will reset and equalize.
Being Overworked. One of the most common reasons that a lawn mower might stall while it is cutting grass is that it is being overworked. This is a mechanism that is intentionally incorporated into the mower to prevent the motor from being blown.
Loss of power while working
If you feel loss of power while you are working with your Ride-On mower, this could be due to: Damaged belt tensioner which is tensioning the cutting deck belt. The belt connecting the cutting deck being damaged.
Excessive clearance due to wear in component parts. Runout in parts supporting the propeller shaft. Excessive speed, running the shaft in its critical range. Secondary couples due to joint angularity.
Beyond propeller assembly imbalance, the causes of vibration are many, and the list of possible sources includes: a weak cylinder, a loose or cracked intake hose, an alternator problem, belt resonance, gearbox issues, an oil-canning spinner, prop wash, and other causes.
Vibratory shaft forces are caused by the fluctuating load on the propeller blades due to the spatial variation in the wake field. The hull surface forces mainly originate from transient cavitation on the propeller blades.

You should never use starting fluid on this model.
Add a couple of ounces of 100% acetone (available at Walmart) to some fresh fuel. Attempt to start for several pulls. Let sit for several minutes and repeat until it sounds like it wants to run.

Sounds like the gas is not getting to the cylinder—remove carb and disassemble–make sure all jets are clear and the float valve moves freely.

Tines continue to work with out touching safety or throttle. they engage as soon as I start the engine.
Remove H (high) L (low) plastic caps to allow you to further adjust the flow and you will be going. H (red) further out about 11 threads exposed and L (low) about 8 exposed; adjusting the low side will stop the tines, but remove tines before making any adjustments, thanks

As a starting point in my shop i always use 0.30 in. For all my mowers
Mower won’t start. Toro mower..engine won’t turn over. Cleaned sparkplug…checked air filter..weather cool. Followed instructions for cold engine…prime witrh three pushes of the bulb..wnon’t even hint at a start..
Something everyone over looks is oil. Did you check the oil? You seemed to mention everything else but. If you have a low oil switch with low oil it will not start

My mantis tiller with a honda gx22 engine starts then shuts off after approx. 30 sec.
If your unit has a primer bulb, start your engine . When it starts to die push your primer, if the engine comes back to life you have a carb issue.
