Worn or broken blade drive belt – If the riding mower blades are not spinning, the blade drive belt may be worn or broken and unable to engage the blades. If the belt is intact, inspect it to see if it`s loose or slipping on the pulleys then replace it with a new one if necessary.
Failure of any mechanical component, a broken hose, or clogged filter will cause tractor hydrostatic transmission problems. But the most common issue will be the oil itself. In the transmission section of your operator`s manual, you`ll find a section that covers oil viscosity.
A lawn mower blade can get stuck for several reasons, one of which includes over-tightening. Lawn mower blades are supposed to be loose enough to slip when they hit a solid object in order to protect the engine and the blade itself from damage. Lawn mower blades may also get stuck if the bolt is threaded the wrong way.
Most lawn mower blades rotate in a clockwise direction (counter-clockwise when viewed from below), and as such have the cutting edge on the right side. If you are unsure of how your mower rotates, check the position of the discharge chute; if it is on the right side angled back, the blade turns clockwise.
If the PTO clutch is not getting power, if the clutch solenoid is defective, or if the clutch is worn out, the lawn mower blades will not engage. The PTO clutch is not repairable—if the clutch is defective, you must replace it.

I have a Crafstman Riding mower model #917.273643. That ran fine one second, I shut it off for five minutes. When I went to start it back up it wouldn’t start. Cranks fine, checked the wires, fuse, and spark plug. The plug was dirty so I cleaned it. But I am not getting any spark. I bought a new plug still no spark. I also checked the plug on another motor and I had spark so the plug wasn’t bad. Any suggestions on how to troubleshoot this or what may be wrong?

The engine starts and the blades can turn. Both of the belts are on, but the mower will not move in either direction. The blades were raised before going over a tree root. the mower rock back and forth because of the root and the mower stopped
ANSWER : Sounds to me as if you have broken a shear pin in one of the drive pulleys. They are made this way so a shear pin will break instead of doing real damage to the drive train itself.
