Drained old gas out,cleaned carb and bowl with carb cleaner,replaced new plug gapped at .70 now what?

First, try regapping it at about .040, see if it starts there. If not, check compression.

Does it generate any spark at all? Try it with a screwdriver instead of the spark plug. If none, track back to the magneto – also check any shutoff wiring at the magneto.

Um… you DID put fresh gas INTO it, right? 8) If you take the bowl off temporarily, does gasoline drain freely from the bottom of the carburetor?

ANSWER : By tipping it back, the spark plug got wet with gas. Replace the plug or remove it and clean it dry (after drying it, use a lighter or other heat source to make sure before putting it back in). A little starting fluid would also help after cleaning or replacing. Spray starting fluid in the air intake only, not on the plug.
