Your riding mower belt keeps coming off because of several possible causes such as a damaged, dirty, or incorrectly installed belt. This problem can also be due to an oil leak, damaged mower pulleys, damaged bearings, or a misaligned or stretched out belt.
The most common cause of this problem is that the belt has become too loose and is not properly tensioned. To fix this issue, you should first check to make sure that the belt is the correct size for your mower. If it is, then you should adjust the tension on the belt to make sure that it is snug and secure.
The serpentine belt need constant tension on the belt to keep it from coming off. If the belt alignment is not aligned then the belt may come off. The tensioner may be out of alignment and not putting enough tension on the belt. Have a mechanic check the tensioner and replace it if needed.
If the belt starts to slip, the battery can discharge over time. A discharging battery is more likely to happen at night when your lights are on or in the winter when you`re running the heat in your car.
Burned or Glazed Side Wall: As the mower belt continues to get used, the belt will wear down. As a mower belt wears down, the side wall of the belt will begin to look burned or glazed. This is another sign that your belt is worn and needs to be replaced.
The reasons why mower is not moving forward or reverse is that the battery is dead, or due to clogged fuel line. Additionally, malfunctioning transmission, or a broken drive belt, also a faulty spark plug, even when friction wheel isn`t in contact with the friction plate, or damaged Tires.

ANSWER : Take a look at how the belt is installed. Then you will have to remove the mower deck and belt from the pulley on the engine. There is probably something by the engine pulley that you will have to remove so the belt will come off. It might be a shoulder bold or a rod with a bolt holding it on. Same with the rear pulley. Then you just have to put the belt on one pulley and watch your fingers so you don’t pinch them and turn the other pulley and the belt should go on. reinstall any bolts you removed and install the deck.

ANSWER : Check that the pulley isn’t seizing up and causing the belt to snap, also be sure you loosen up the self propelled mechanismn by spraying down with WD 40, too much belt tension can cause this, but it rather seems like the belt pulley seizes and the engines drive pulley keeps turning causing the belt to overheat and break or stretch and come flying off.
