Yes you can… if you are removing the center screw and wanna take the whole rope pulley off, do it slow… if when you start pulling off the pulley and you feel like the recoil is coming up with it, immediately put it back down or the recoil spring will unravel fast… it’s not impossible to ravel the spring back up, just a pain if you have never done it before. If you are trying to install new rope, you can do so without removing the pulley at all.

The problem may be in the recoil starter itself. A tangled coil of rope or a broken spring may be the problem. In many cases the recoil starter is easily replaced as a single assembly. DO NOT attempt do take the starter apart.
Remove the old lawnmower pull cord from the handle, feed through the new cord and tie a simple knot. Make sure the knot is nice and tight. Pull it back through the handle to help tighten the knot.
Recoil starters generally include a pull cord wrapped about a pulley, the pulley being rotated by pulling on the pull cord. The rotational energy generated from the pull cord and pulley is transferred to the drive shaft of the engine through a ratchet and/or clutch mechanism.
The Rate (weight) Of Your Spring
The rate (weight) of your recoil spring greatly affects the “kickback” you get out of your firearm when it is shot. Take a semi-automatic hand gun, for example. If you have a recoil spring with a lower rate, your gun will rise and lift a lot more than if you use a heavier recoil spring.
By injecting grease into the cylinder through the check valve, the recoil spring moves forward and tensions the chain.
Most engines use a re-coil starter (sometimes called rewind starter). The pull-cord is attached to a pulley and spring in a case on top of the flywheel housing. The cord is attached inside and rewinds itself after each pull.
