How to Identify and Fix Common Gardening Problems ?

The most common reason for the cord refusing to rewind is a broken or worn out recoil spring. This tiny spring hooks onto the pulley and is stretched out when you pull the cord; when you let go the spring is meant to snap back to its original position.
The air filter may be clogged. If the air filter is clogged, the engine will get too much fuel and not enough air. As a result, the engine may not start. If the air filter is clogged, replace it.
Worn clutch – Since the string trimmer clutch engages with one or more drive shafts attached to the trimmer head to rotate the head when the throttle trigger is depressed, a worn-out clutch may prevent the trimmer head from spinning. A new clutch assembly is relatively inexpensive and easy to install.
Using centrifugal force, the system monitors the amount of line being used and feeds more line automatically as the cutting line shortens. The AFS system provides three main benefits: You do not need to bump the trimmer on the ground or push a button to feed the line in the trimmer.
If the drive shaft is broken, the string trimmer head won`t spin. The drive shaft is not repairable—if the drive shaft is broken, you must replace it. Need help finding your model number? If the threads on the drive shaft are stripped, the trimmer head will not stay on the shaft.

ANSWER : The “pully” that you are refering to is called the recoil. There are a couple of simple reasons why this won’t catch on the flywheel and if you try to fix it your self it will most likely fly apart and scare the living daylights out of you. Either order a new recoil unit off of Ebay or from a reputable dealer and save yourself the headache.

Inside the cord attaches to a plastic wheel which cranks the engine. This cord can become loose or can break after some use. Try opening the plastic casing where the cord is to see if this is the problem.
