ANSWER : IT SOUNDS LIKE YOU HAVE A TWO STAGE SNOWBLOWER WITH ONLY ONE STAGE WORKING. I BET THAT YOUR PROBLEM IS THE AUGER IS TURNING BUT THE IMPELLER BLADE THAT IS BEHIND THE AUGER HAS PROBABLY JAMMED UP WITH SOMETHING AND IS SPINNING ON THE SHAFT. YOU WILL HAVE TO REACH BACK AND GRAB IT AND TRY TO TURN IT ON THE SHAFT BY HAND.MAKE SURE THE BLOWER IF OFF!!!! . IF YOU CAN TURN IT BY HAND EASILY IT HAS EITHER BROKE A SHEAR PIN OR BOLT OR SOME TIMES THEY WILL TACK WELD THEM TO THEM TO THE SHAFT. GOOD LUCK
