The tines on a honda f220 always spin and don’t change speed when clutch is engaged but speed up when throttle is increased. Adjusted cable with no luck.
ANSWER : I believe that unit utilizes a centrifical clutch. try decreasing the idle speed and see if the tines stop. They should then engage as throttle is increased.

ANSWER : The clutch drum is held in place by a circlip on the opposite side of the clutch housing to the motor. To undo the circlip you need long, straight expanding circlip pliers that are thin enough to go down the side of the shaft drive housing (where the square end of the shaft goes in) and the clutch housing. Get the two points of the pliers into the two holes on the circlip then squeeze the pliers to expand the circlip and bring it up the clutch drum shaft until you can remove it. It can be a fiddly job so patience is needed!. Once you have the circlip off the clutch drum the drum will pull out through the motor side of the clutch housing. Replacement is the reverse process but make sure the circlip is properly seated in the groove.
